Handbook: School Transport for Upper Secondary School

Get a quick overview of the rules for school transport, application portals, and deadlines for employees in upper secondary schools in Akershus.

1. Monthly pass for upper secondary students


From 1 August 2026, upper secondary school students must buy a 30-day ticket instead of receiving free school transport. The price is 238 kroner, and the student buys the ticket themselves.

The monthly pass has several advantages compared to the current time-limited school ticket:

  • The ticket can be used at any time of day, every day of the week, including weekends and holidays.
  • The ticket is valid for all zones in Akershus for the price of one zone.
  • The ticket can be used for school, work, and leisure activities.

Even though most of the students are supposed to buy the monthly pass, there are some exceptions:

  1. Students who live more than 6 kilometers from the school and have more than 3 kilometers to walk to the nearest stop with regular departures (at least once an hour).

2. School tickets in FSkyss

Schools can order school tickets when

  • eleven can travel by regular public transport
  • eleven is entitled to transport due to distance or shared residence.

Upper secondary school students who live outside the area covered by the monthly pass (30-day ticket) can themselves apply for a school ticket, in the same way as before.

To be able to register a new user in FSkyss, we need the following sent to post@ruter.no:

  • Full name
  • User's email address (work email)
  • Mobile number linked to BankID.

3. Replacement card

Any student who loses their school ticket must contact their school. Only the school can order a replacement card.

Guidelines:

  • The student must cover their own travel expenses to and from school while they are waiting for a replacement card.
  • The student must pay a fee of 300 kroner for a new travel card.
  • The fee will not be refunded, even if the card should turn up again.

A receipt for the paid fee must be shown before a new card can be ordered through the school. The school may choose to issue a temporary travel certificate for up to one week, but only after the fee has been paid.

Send an inquiry to skolekort@ruter.no Schools can only issue temporary travel passes when there is an approved decision on school transport, not while the pupil is waiting for their transport application to be processed.

4. Special transport in Skoleweb

You can apply for special transport when

  • the pupil cannot use ordinary public transport for the entire journey
  • the pupil is requesting transport due to medical conditions

5. Applications

Documentation from an expertmust be uploaded together with the application

Documentation:

  • Statement from specialist (medical transport)
  • Documentation of shared residence – confirmed by both parents
  • Child Welfare Service payment confirmation (temporary placement)

Applications without documentation will be rejected

Changes during the school year

The school must report if:

  • eleven moves
  • eleven changes school
  • change shared residence
  • medical documentation expires
  • eleven finishes

Important deadlines / annual schedule

1 April: The school’s start and end times must be submitted to Ruter via the contact form.

May 1: Submit any changed end times for the last day of school via the contact form.

20 June: Deadline for applications in Skoleweb and FSkyss that are guaranteed to be processed before the start of school.

Temporary residence and transport rights

School transport from a temporary address may be relevant in the following cases:

  • Respite care home (with formal decision)
  • Crisis center
  • Healthcare institution

Also in these cases, school transport is as a rule planned using regular public transport, as far as possible. If the pupil needs special transport (taxi/minibus), the need must be documented in the same way as when the pupil lives at their registered address.

If the pupil has been temporarily placed at another address by the child welfare services, the school must attach confirmation from the child welfare services of the placement and of who will cover the expenses.

Does not grant transport rights:

  • Temporary stay with family/friends
  • Renovation, rental and similar activities
  • Private agreements on respite care

6. Duty of supervision

The school also has a duty of supervision on the way to and from school. If special transport is requested due to bullying or similar issues on the school route, one possible measure is for the school to provide a supervisor on the bus.

The duty of supervision also applies in the morning before school starts.

7. Solo transport and dedicated driver

The pupil is not entitled to solo transport or a permanent driver under the Education Act. However, Ruter may grant this in very special cases, but only when it is well documented that shared transport is not safe or justifiable.

Solo transport may be relevant in two main situations:

1. Safety considerations

If the pupil has aggressive behavior that may pose a risk to other pupils, Ruter may consider solo transport. In such cases, as a general rule the pupil must be accompanied by an escort, for the driver’s safety and to ensure that the transport is safe.

2. Need for shielding

If the need concerns shielding, the school must document that, as a general rule, the pupil receives instruction in a shielded setting, either alone or in very small groups. The school must also submit specific, professionally justified documentation showing that solo transport is the only safe and responsible transport solution for the pupil.

Guardians may, if applicable, apply for a private agreement with Ruter. In that case, the guardians are responsible for the transport themselves, and Ruter can provide mileage reimbursement per kilometer according to the government’s rates for tax-free reimbursement.

8. Companion and MOV

Companion

The municipality makes decisions about companions. The municipality is free to approve whomever they want as a companion, for example parents, siblings, employees at the school/municipality, and so on.

Must be handed over to an adult (MOV) ‌‌‌‍​‌‍​

MOV means that the pupil must be met by an adult at drop-off and pick-up. The pupil must therefore not be alone, either when being dropped off at home or at school. MOV never applies in only one direction: the pupil must be met by an adult both at home and at school.
