Micromobility in Asker and Bærum
What is micromobility?
Micromobility is a collective term for small electric vehicles such as e-scooters, e-bikes, and other lightweight modes of transport. These vehicles have, in recent years, taken on a clear role in many people's daily travel. In use, they are accessible, flexible, time-saving, and can take the user all the way from door to door.
The service in Asker and Bærum
Ruter's exploration of micromobility began in 2019 when Bærum municipality contacted Ruter to establish a new city bike scheme. From 2020 to 2024, Ruter, together with Asker and Bærum municipality, conducted a project to test a micromobility service. Tier (now Dott) was the provider for the service.
The service has proven to be a valuable addition to existing public transportation, and has the potential to contribute to reduced car usage, and enhance the overall mobility for the residents.

In the 2025 season, the companies Dott, Ryde, Voi, and Surf will offer electric scooters in the municipalities. These operators have entered into an agreement with Ruter, which regulates parking, speed, and driving bans within certain areas to ensure proper and orderly parking.
Several of the companies are available in the Ruter app. The rest will come during the season.
The routes and municipalities are working on a long-term solution for micromobility that will apply from 2026. The 2025 season will be a trial year to assess the level of interest among users, and what opportunities multiple scooter operators provide us.

Why are we testing micromobility?
At Ruter, we are conducting pilot projects with micromobility to explore customer needs, various service models, and technical possibilities, among other things. We aim to ensure a good interaction between micromobility and the rest of the travel services in the Oslo region. The goal is for the combined mobility services to make it more attractive to travel without a car, thereby contributing to the vision of zero growth in personal transport – that the increase in personal traffic should be accommodated by public transport, cycling, and walking.

- What forms can micromobility services take?
- How do we make micromobility accessible to as many people as possible?
- What digital and physical infrastructure is necessary to ensure user safety?
- What measures can we take to improve the lifecycle of the vehicles?

- How can micromobility become an attractive alternative to private cars in sparsely populated areas?

- To catch the train, and to get home when the bus had just left.
- Because it goes when I want, and is generally closer than other options.

Collaboration is important in shaping the mobility solutions of the future
To find good solutions in a rapidly changing technological and legal landscape, Ruter closely collaborates with actors in the transportation sector. We have greatly benefited from cooperation with, among others, the Norwegian Public Roads Administration, Sporveien, Bane NOR, and Akershus Public Transport Terminals. Close collaboration with market actors has also been important to uncover new technological opportunities and attractive functionalities.
Dialogue with customers and the public is crucial for developing our services. Feedback on what works in people's daily lives, along with data from actual use, helps us to continuously improve the offering.
