General questions
How is my application processed?
Ruter processes applications in order of the date they are received. Around the start of the school year, processing may take up to four weeks. Applications with missing information or documentation will take longer to process. Please ensure that the correct documentation is enclosed.
Once your application has been processed:
- The pupil will receive the decision by post or via Digipost.
- Pupils who are granted a school ticket will collect it from their school.
- Parents or guardians of pupils granted transport by taxi or minibus will receive an SMS with practical information and a pupil code to log in to the school transport app.
How do I appeal a decision?
You may submit your appeal via our contact form. The deadline for appeals is three weeks from the date you received the decision. We will then review the case again. If we do not uphold the appeal, the case will be referred to the County Governor for a final decision.
Need to appeal?
Are pupils entitled to transport to and from after-school care (SFO)?
No. Pupils are not entitled to transport to and from after-school care (SFO), as SFO is a voluntary arrangement. However, there are exceptions for pupils with disabilities, who may be entitled to transport.
School transport by regular public transport (school ticket)
How does the school ticket work?
Pupils who are entitled to school transport will receive a travel card with a school ticket at the start of the school year.
Conditions for the school ticket:
- Valid on school days only
- Can only be used for journeys between home and school
- Valid for boarding up to 16:00 for primary school pupils
- Valid for boarding up to 18:00 for secondary school pupils
Pupils who continue at the same school and have not changed address may use the same travel card throughout their entire period at that school. It is not possible to pay to extend the validity of the school ticket
The pupil has lost his travel card. What should we do?
All pupils who have lost their school ticket must contact their school. Only the school can order a replacement card.
Primary school pupils:
- May continue to use the school transport even if the travel card has been lost.
- Some councils may charge a fee for ordering a new card.
Secondary school pupils:
- The pupil must cover their own travel costs to and from school while waiting for a replacement card.
- The pupil must pay a fee of NOK 300 for a new travel card.
- The fee is non-refundable, even if the card is subsequently found.
The fee is payable:

- via Vipps to 566116
Proof of payment must be presented before a new card can be ordered through the school. The school may issue a temporary travel pass for up to one week, but only after the fee has been paid.
A temporary travel pass is only issued in cases of a lost or damaged travel card – not while a pupil is waiting for a decision on their school transport application
Can parents or guardians travel with first years pupils?
Pupils travelling by regular public transport may be accompanied by a parent or guardian until 1 October, to help them become familiar with the journey. Parents and guardians may submit any tickets they have purchased from Ruter for reimbursement.
Pupils travelling by special service may not be accompanied, as the number of seats is limited.
What rules apply to pupils at private schools?
Pupils at private schools may be entitled to school transport if they meet the conditions set out in the Education Act.
The right to transport is also subject to the following restrictions:
- Primary school pupils receive transport within their home municipality.
- Secondary school pupils receive transport within their home county.
What rules apply to pupils in adult education?
Participants with a decision granting them "adult education at primary school level" have the same right to transport as regular primary school pupils.
School transport by taxi or minibus (special service)
Who is eligible for special services with taxi or minibus?
Pupils who are unable to use public transport, either for medical reasons or because no adequate public transport service is available, may be entitled to transport by minibus or taxi for all or part of their journey.
Can special services be granted for a temporary injury or illness?
Yes. The school submits an application to Ruter. Please enclose documentation from a doctor or specialist describing the need and the expected duration. Medical applications are prioritised in the processing queue.
When must the pupil be ready for collection?
The pupil must be ready at the collection point at least 5 minutes before the agreed collection time. The driver will not call to notify when they have arrived.
What happens if the pupil does not appear in the morning?
The return journey from school will be automatically cancelled and cannot be reinstated.
Can the pupil bring skis, a bicycle or a sledge?
No. For reasons of safety and space, it is unfortunately not possible to bring such equipment.
Can the pupil bring friends or siblings in the taxi or minibus?
Yes, provided there are seats available and they hold a valid Ruter ticket.
How do I pass a message to the driver?
Please call Ruter's customer service on 24 20 20 33. This is the most reliable way to ensure the driver receives the message in time.
Why does the driver not come all the way to our house in winter?
Some roads may become difficult or unsafe to drive on certain winter days. In such cases, the driver may temporarily move the collection point to a safer location. Please check the School Transport app regularly for updated collection times and locations when driving conditions are challenging.
How do I cancel a journey?
Use the School Transport app or call Ruter`s customer services on 24 20 20 33.
Can I undo a cancellation of a journey?
Yes. Call customer services on 24 20 20 33 no later than 12:00 the day before the planned collection. We can then reinstate the journey.
How do I change the collection time at short notice due to a long-term medical need?
Pupils with a long-term health condition may apply for an arrangement whereby the collection time can be changed at short notice when necessary. The application must include a medical certificate describing the health condition.
In the event of an emergency, please call customer services on 24 20 20 33, and we will arrange transport as quickly as possible.
Can a pupil on temporary school transport due to an injury be collected earlier?
No. Schools are responsible for adapting their teaching arrangements for pupils. We are therefore unable to offer early collection on this basis.
What applies if the pupil has more than one home address?
Pupils with a shared residence arrangement may be entitled to school transport from both homes.
Applications must include one of the following:
- A residence agreement signed by both parents or guardians, or
- A copy of a court order
The application must clearly state which address the pupil is to be collected from, and on which days.
This also applies to pupils living in a crisis centre, in the care of child welfare services, or at another temporary address.
Pupils with a municipal decision granting respite care are entitled to transport between the respite care address and the school.
What if a pupil is unable to travel by taxi or minibus?
In exceptional cases, Ruter may agree that a parent or guardian drives the pupil themselves and receives a mileage allowance. In such cases, you must provide documentation explaining why the pupil requires this arrangement.
The general rule for school transport is shared travel with other pupils in Ruter's vehicles.
