Laws and regulations for electric scooters and bicycles

Electric scooters and bicycles are subject to most of the same traffic and right-of-way rules, but differ significantly in areas such as age requirements, helmet use, intoxication, passengers, insurance, and technical requirements.

Laws and regulations for electric scooters (small electric motor vehicles)

  • You must travel considerately, attentively, and cautiously.
  • You must not create danger, cause harm, or unnecessarily obstruct or disturb others.
  • The minimum age is 12. Rental companies may set a higher age limit.
  • Children under the age of 15 must wear a helmet.
  • The legal blood alcohol limit is 0.2‰.
  • You must not drive if you are under the influence of alcohol, drugs, medication, or other intoxicating or sedative substances.
  • The vehicle is intended for one person only. Passengers are not permitted. Carrying more than one person will result in a fine (fixed penalty notice).
  • The vehicle must have liability insurance. If it is rented, this is the rental company's responsibility.
  • When riding in the roadway or bicycle lane, you must yield to traffic coming from the right unless signs or other rules indicate otherwise.
  • A driver's license is not required for a legally compliant small electric motor vehicle.

Bicycle laws and regulations

  • You must proceed considerately, attentively, and cautiously.
  • You must not create danger, cause harm, or unnecessarily obstruct or disturb others.
  • There is no statutory minimum age for cycling. Rental companies may set an age limit.
  • Wearing a bicycle helmet is not mandatory, regardless of age.
  • No driver's license, registration, or liability insurance is required. Rental companies carry liability insurance for their bicycles.
  • There is no fixed blood alcohol limit for cycling.
  • However, you must not ride a bicycle if you are impaired to the point that you cannot operate it safely.
