Rush hour prices are not a suggestion from Ruter

The debate on rush hour pricing in public transport has been featured in various media outlets over the past few weeks. Ruter has not proposed an increase in prices during rush hour traffic.

In recent weeks, several media outlets have reported that Ruter is proposing to introduce a rush hour fee for public transport. Rush hour pricing is a form of dynamic pricing that ensures the capacity of the public transport network is utilized as efficiently as possible.

Assignment from the Ministry of Transport

The Ministry of Transport has asked the Norwegian Public Roads Administration to conduct urban studies in collaboration with the Railway Directorate, the county governors, and local authorities.

Ruter participates in the work and was asked to prepare a summary and assessment of congestion pricing for public transport.

  • The recording should be based on previous analyses and assessments for the Oslo area.
  • It would be based on experiences from urban areas where such pricing is practiced, for example Tromsø and London.
  • The investigations should show how various measures can be implemented to achieve the goal of zero growth in passenger car traffic going forward.

Up to Oslo Municipality

In the urban development assessments, a variety of instruments and measures are analyzed and evaluated that can contribute to achieving the zero-growth target. In this work, congestion pricing for public transportation was discussed as a relevant measure for further analysis.

The note must not be understood as a suggestion from Ruter, but as a professional summary of existing knowledge for use in urban development studies.

In this case, we have gathered expert knowledge on the subject. Decisions regarding which pricing measures to implement will be up to the Akershus County Municipality and the Oslo Municipality.

Our mission is to plan for today's and future public transportation. We do this by contributing as a professional body in the development of society, so that we get the most possible public transport in return for the resources we have.
