Handbook: School transport for upper secondary schools

Get a quick overview of the rules for school transport, application portals, and deadlines for staff in upper secondary schools in Akershus.

1. Monthly pass for upper secondary students


From 1 August 2026, upper secondary school students must buy a 30-day ticket instead of receiving free school transport. The price is 238 kroner, and the student buys the ticket themselves in the Ruter-app or on a travelcard.

The monthly pass has several advantages compared to the current time-limited school ticket:

  • The ticket can be used at any time of day, every day of the week, including weekends and holidays.
  • The ticket is valid for all zones in Akershus and Oslo for the price of one zone.
  • The ticket can be used for school, work, and leisure activities.

Even though most of the students are supposed to buy the monthly pass, there are some exceptions:

  • Pupils who live more than 6 kilometres from school and have more than 3 kilometres to walk to the nearest stop with regular departures (at least once an hour).
  • Pupils with a disability, injury or illness.
  • Pupils who live more than 6 kilometres from school and in an area without a well-developed public transport service.

2. School tickets in FSkyss

A school ticket in FSkyss is used when the pupil:

  • can travel by regular public transport
  • is entitled to school transport due to distance or shared residence

Pupils at upper secondary school can have their school ticket on their mobile. If the pupil would prefer a physical card instead, the school must order a travelcard. Once the application has been approved, the school enters the card number on the pupil's profile in FSkyss and hands the card to the pupil.

To be able to register a new user in FSkyss, we need the following sent to post@ruter.no:

  • full name
  • user's email address (work email)
  • mobile number linked to BankID.

Who submits the application for a school ticket?

Years 1 and 2 of upper secondary school:

Pupils apply themselves. The application portal automatically tells them whether they live in an area where the monthly ticket scheme applies. If it does, they are not entitled to a school ticket, but they can buy a discounted 30-day ticket.

Year 3 of upper secondary school:

The school applies on behalf of the pupils. This applies to pupils who have a decision granting free school transport from the 2024/2025 school year and who still attend the same school.

Schools also apply on behalf of pupils who believe they meet the conditions for a school ticket and would like their case assessed individually.

School ticket on mobile

If the pupil would like their school ticket on their mobile, the pupil or the school ticks the box for "School ticket on mobile" in FSkyss.

If the application has already been submitted, the school must make the change for the pupil in FSkyss. A ticket cannot be active on both a travelcard and a mobile at the same time. Read more about school tickets on mobile.

School ticket on a travelcard

The school must register the school ticket on an empty travelcard.

You order empty travelcards through RuterBedrift.

If the school has a user account in RuterBedrift, select "Log in". If the school does not have a user account, select "Become a business customer" and follow the steps on the screen.

If the pupil already has a travelcard, it can be reused. Once the application has been approved, the pupil must scan the card at a card reader, and the school ticket will be loaded onto the card automatically.

How do I register the school ticket on a new travelcard?

  • Remember to enter the last nine digits of the card number in FSkyss.
  • Hold the card against the card reader for 5 seconds. The school ticket will then be downloaded to the card.

Replacement card

From the 2026/2027 school year, a new procedure applies to replacement cards. If a pupil needs a new card, the school takes an empty travelcard and registers the new card number for the pupil in FSkyss.

Temporary travel passes are no longer issued.

3. Special transport in Skoleweb

The school can apply for special transport when the pupil

  • cannot use regular public transport for the whole journey
  • is applying for transport on medical grounds and cannot travel by public transport

The school logs in to Skoleweb with a shared user account. If the school does not have a user account, you can contact the decisions department at post@ruter.no.

4. Applications

Documentation from a qualified professional must be uploaded together with the application. You upload the documentation at the end of the application in Skoleweb.

Examples of documentation:

  • Statement from specialist (medical transport)
  • Documentation of shared residence – confirmed by both guardians
  • Child Welfare Service payment confirmation (temporary placement)

Applications without documentation may be rejected.

Changes during the school year

The school must report if:

  • the pupil moves
  • the pupil changes school
  • the shared residence arrangement changes
  • the medical documentation expires
  • the pupil leaves the school

Important deadlines

1 April: The school's start and finish times must be sent to avtaltetider@ruter.no.

1 May: Send any changes to finish times for the last day of school using the contact form.

20 June: Apply for school transport in Skoleweb or FSkyss by this deadline to guarantee that the application is processed before the start of the school year.

Holidays and medical transport: The school must book transport at least four weeks before the holiday.

Temporary residence and transport rights

School transport from a temporary address may be relevant in the following cases:

  • respite care home (with formal decision)
  • crisis center
  • healthcare institution

In these cases, school transport is as a rule planned using regular public transport, as far as possible. If the pupil needs special transport (taxi/minibus), the need must be documented in the same way as when the pupil lives at their registered address.

If the pupil has been temporarily placed at another address by the child welfare services, the school must attach confirmation from the child welfare services of the placement and of who will cover the expenses.

Does not grant transport rights:

  • temporary stay with family/friends
  • tenovation, rental and similar activities
  • private agreements on respite care

5. Duty of supervision

The school has a duty of supervision on the way to and from school and in the morning before school starts.

If special transport is requested because of bullying or similar issues on the way to school, one measure may be for the school to provide a supervisor on the bus.

6. Solo transport and dedicated driver

Pupils are not entitled to solo transport or a regular driver under the Education Act. However, Ruter may grant solo transport in very exceptional cases, when it is well documented that shared transport is not safe or appropriate. We can not grant a regular driver.

Solo transport may be relevant in two main situations:

1. Safety considerations

If the pupil has aggressive behavior that may pose a risk to other pupils, Ruter may consider solo transport. In such cases, as a general rule the pupil must be accompanied by an escort, for the driver’s safety and to ensure that the transport is safe.

2. Need for shielding

If the need relates to shielding during transport, the parents/guardians or the pupil must provide documentation showing that there is likely a medical need for special transport. The documentation must be submitted to the school so that it can be attached to the application for school transport.

When submitting the application, the school must also confirm that there is an individual decision on shielded education, for example under sections 11-4 or 11-6 of the Education Act or equivalent provisions. You do not need to send a copy of the decision.

This is because the Education Act is based on a fundamental principle of social belonging and inclusion in the class and school community. The need for shielding during transport must therefore be considered in connection with the pupil's overall education and the documented adjustments the pupil receives in their everyday school life.

Parents/guardians may alternatively apply for a private agreement with Ruter. The parents/guardians then arrange the transport themselves, and Ruter can pay a mileage allowance per kilometre based on the government rates for tax-free allowances.

Guardians may, if applicable, apply for a private agreement with Ruter. In that case, the guardians are responsible for the transport themselves, and Ruter can provide mileage reimbursement per kilometer according to the government’s rates for tax-free reimbursement.

7. Companion and MOV

Companion

The municipality makes decisions about companions. The municipality is free to approve whomever they want as a companion, for example parents, siblings, employees at the school/municipality, and so on.

Ruter is not obliged to collect the companion from, or return them to, their home address in connection with the pupil's transport.

Must be handed over to an adult (MOV) ‌‌‌‍​‌‍​

MOV means that the pupil must be met by an adult at drop-off and pick-up. The pupil must therefore not be alone, either when being dropped off at home or at school. MOV never applies in only one direction: the pupil must be met by an adult both at home and at school.
