Handbook: School transport for private schools

Get a quick overview of the rules for school transport, application portals, and deadlines for staff at private schools in Akershus.

1. Transport entitlement for pupils at private schools

Pupils at private schools are only entitled to free school transport within the municipality where they live. For upper secondary school pupils, the entitlement applies within the county where they live.

If the pupil travels outside the municipality where they live, this is considered an ordinary journey. We therefore do not include this part of the journey when processing the application for school transport. This applies regardless of the grounds for the application, including medical grounds.

2. Zone-free monthly ticket for children and young people


From 1 August 2026, upper secondary school students in Akershus must buy a 30-day ticket instead of receiving free school transport. The student buys the ticket themselves. The price is 238 kroner and can be bought in the Ruter app or on a travelcard.

The monthly pass has several advantages compared to the current time-limited school ticket:

  • The ticket can be used at any time of day, every day of the week, including weekends and holidays.
  • The ticket is valid for all zones in Akershus and Oslo for the price of one zone.
  • The ticket can be used for school, work, and leisure activities.

Even though most of the students are supposed to buy the monthly pass, there are some exceptions:

  • Pupils who live more than 6 kilometres from school and have more than 3 kilometres to walk to the nearest stop with regular departures (at least once an hour).
  • Pupils with a disability, injury or illness.
  • Pupils who live more than 6 kilometres from school and in an area without a well-developed public transport service.

3. School tickets in FSkyss

Schools can order school tickets when

  • the pupil can travel by regular public transport
  • the pupil is entitled to school transport due to distance, shared residence or medical reasons

School ticket on a travelcard

The school must register the school ticket on an empty travelcard.

You order empty travelcards through RuterBedrift.

If the school has a user account in RuterBedrift, select "Log in". If the school does not have a user account, select "Become a business customer" and follow the steps on the screen.

Does the pupil already have a travelcard registered in their name? If so, it can be reused. Once the application has been approved, the pupil must scan the card at a card reader, and the school ticket will be loaded onto the card automatically.

How do I register the school ticket on a new travelcard?

  • Remember to enter the last nine digits of the card number in FSkyss.
  • Hold the card against the card reader for 5 seconds. The school ticket will then be downloaded to the card.

School ticket on mobile

If the pupil would like their school ticket on their mobile instead of a travelcard, the school ticks the box for "School ticket on mobile" in FSkyss.

For pupils aged 13 or 14, the school must obtain consent from a parent or guardian. Older pupils can tell the school themselves that they would like a mobile ticket. Here you will find a template for the consent form.

The ticket can be switched between mobile and travelcard, but the school must make the change. A ticket cannot be active on both a travelcard and a mobile at the same time. Read more about school tickets on mobile here.

Replacement cards

From the 2026/2027 school year, a new procedure applies to replacement cards. If a pupil needs a new card, the school takes an empty travelcard and registers the new card number for the pupil in FSkyss.

Temporary travel passes are no longer issued.

4. Special transport in Skoleweb

The schools can apply for special transport when

  • the pupil cannot use regular public transport for the entire journey
  • the pupil is applying for transport due to medical conditions

Limitation for private school

Restrictions for private schools

For these applications, the entitlement to transport only applies within the municipality where the pupil lives. This applies regardless of the grounds for the application, including medical grounds.

If the school and the pupil's home are not in the same municipality, Ruter may grant special transport to the last stop within the municipality where the pupil lives. From there, the pupil or their parents/guardians must arrange the rest of the journey themselves.

For applications for medical transport, Ruter normally only covers the journey up to the municipal or county border. Parents/guardians can apply for a transport allowance for the part of the journey within their home municipality or home county. The parents/guardians then arrange all of the transport themselves and are reimbursed twice a year.

5. Applications

Valid documentation

Documentation from a qualified professional must be uploaded together with the application. You upload the documentation at the end of the application in Skoleweb.

  • statement from specialist (medical transport)
  • documentation of shared residence – confirmed by both parents
  • child welfare service payment confirmation (temporary placement)

Applications without documentation may be rejected.

Changes during the school year

The school must report if

  • the pupil moves
  • the pupil changes school
  • the shared residence arrangement changes
  • the medical documentation expires
  • the pupil leaves the school

Important deadlines

1 April: Send the school's start and finish times to avtaltetider@ruter.no.

1 May: Send any changes to finish times for the last day of school via our contact form.

20 June: Apply for school transport in Skoleweb or FSkyss by this deadline to guarantee that the application is processed before the start of the school year.

Holidays and medical transport: The school must book transport at least four weeks before the holiday.

Temporary residence and transport rights

School transport from a temporary address may be relevant in the following situations:

  • Respite care home (with decision)
  • Crisis center
  • Healthcare institution

Also in these cases, school transport is as a rule planned using regular public transport, as far as possible. If the pupil needs special transport (taxi/minibus), the need must be documented in the same way as when the pupil lives at their registered address.

If the pupil has been temporarily placed at another address by the child welfare services, the school must attach confirmation from the child welfare services of the placement and of who will cover the expenses.

For a temporary place of residence, the right to transport applies in the municipality where the temporary address is located.

Does not entitle to transport:

  • temporary stay with family/friends
  • renovation, rental and similar services
  • private respite care agreements

6. Duty of supervision

The school has a duty of supervision on the way to and from school and in the morning before school starts.

If special transport is requested because of bullying or similar issues on the way to school, one measure may be for the school to provide a supervisor on the bus.

7. Solo transport and dedicated driver

Pupils are not entitled to solo transport or a regular driver under the Education Act.

However, Ruter may grant solo transport in very exceptional cases, and only when it is well documented that shared transport is not safe or appropriate. We cannot grant a dedicated driver.

Solo transport may be relevant in two main situations:

1. Safety considerations

If the pupil has disruptive behavior that may pose a risk to other pupils, Ruter may consider solo transport. In such cases, as a general rule the pupil must be accompanied by an escort, both for the driver’s safety and to ensure that the transport is safe.

2. Need for shielding

If the need relates to shielding during transport, the parents/guardians or the pupil must provide documentation showing that there is likely a medical need for special transport. The documentation must be submitted to the school so that it can be attached to the application for school transport.

When submitting the application, the school must also confirm that there is an individual decision on shielded education, for example under sections 11-4 or 11-6 of the Education Act or equivalent provisions. You do not need to send a copy of the decision.

This is because the Education Act is based on a fundamental principle of social belonging and inclusion in the class and school community. The need for shielding during transport must therefore be considered in connection with the pupil's overall education and the documented adjustments the pupil receives in their everyday school life.

Guardians may, if applicable, apply for a private agreement with Ruter. In that case, the guardians are responsible for the transport themselves, and Ruter can provide mileage reimbursement per kilometer according to the government’s rates for tax-free reimbursement.

8. Companion and MOV

Companion

The municipality decides whether a pupil is entitled to an companion. The municipality is free to approve whoever it chooses as an companion, for example parents/guardians, siblings, or staff at the school or municipality.

Ruter is not obliged to pick up or drop off companions before or after the transport. In some cases, the driver may pick up an escort along the way if this does not delay the transport for the other pupils. The escort must arrange their own transport home once the journey is complete.

Must be handed over to an adult (MOV)

MOV means that the pupil must be met by an adult at pick-up and drop-off. The pupil must therefore never be left alone, whether at home or at school. MOV cannot apply in one direction only: the pupil must be met by an adult both at home and at school.
