This is Ruter
Ruter is responsible for public transport in Oslo and Akershus. We will build an attractive offer for the residents of the region and contribute to a more sustainable social development. A society where people always travel together when they can, and alone only when they have to.
The public transport itself is carried out by various companies that have contracts with us. Ruter therefore does not own any buses, cars, trams, boats, metro trains or other means of transport. Sporveien T-banen AS and Sporveien Trikken AS are permanent contract partners, while bus and boat contracts are awarded after competitive tenders.
Ruter AS is owned by Oslo Municipality (60%) and Akershus County Municipality (40%).
Company structure
Ruter has approximately 350 employees, divided into three profit centers and four staff- and support units.
The profit centers are directly involved in the development and operation of the public transport service:
- Planning
- Operations
- Marketing and business development
The staff and support units help the profit centers operate efficiently and achieve their goals:
- Communication and public relations
- People and organization
- Finance and management
- Technology and strategy
Ruter AS established TET Digital AS (TET) on January 1, 2024. TET is a new technology company with a mission to develop and deliver digital customer experiences within sustainable mobility.
Through a collaboration between several public transport companies in Norway, TET is a platform for innovation and development of future mobility solutions. Skyss and Agder Kollektivtrafikk (AKT) became co-owners of the company in March 2025. Now, approximately 69 percent of all public transport trips in the country take place through digital services that TET delivers.
When several county municipalities own digital infrastructure together, we get shared costs, collaboration on innovation and a strengthened position in meeting future customer needs.
