Strategy and vision
The strategy points out the direction, defines goals and shows the way to reach them. It provides a shared understanding of how we are to fulfill our social mission. This is particularly important for the owners of Ruter – Oslo municipality and Akershus county municipality – as well as partners and employees.
The core of the strategy is our vision: Sustainable freedom of movement
We will make it easy for everyone to travel by public transport
Sustainable freedom of movement means that everyone, no matter who they are or where they are going, should be able to travel easily, safely and comfortably. Ruter works to ensure that as many people as possible leave the car at home a bit more often and instead choose green travel alternatives.
When public transport is simple and accessible, people can travel where they want, when they want, and on their own terms, regardless of their circumstances.
Freedom of movement must also be sustainable. This means that our solutions take environmental, social and economic considerations into account. We balance individual needs with what is best for society, and today’s journeys with tomorrow’s services.
Sustainable freedom of movement is, quite simply, about enabling a good life, social justice, and sound urban and regional development within the planet’s limits.
A sustainable transport system must create space for living, meeting and participating, without exceeding the planet’s ecological limits. In this way, we ensure sustainable freedom of movement also for future generations.

Developing the mobility services of the future
Ruter’s mobility service strategy is a framework for how we want to develop public transport services towards 2040. It provides the basis for what should be prioritized and when. It forms the starting point for route changes and tender processes, and also identifies the need for changes in infrastructure.
The strategy for the mobility services has been developed by Strategic Traffic Planning at Ruter, and consists of analyses of today’s mobility services, forecasts of future needs, a recommended mobility strategy, and an overview of the associated measures.
